Start/Delete:

Upload a file to an empty folder. Launch: open the file TagRename. You can run it without Administrator rights.

Details not needed in portable software have been cut out, treatment has been carried out ( patch), the auto-update checkmark has been removed.
It may not work correctly under Windows 10 with Amd (optional/in some cases / extremely rare).
